   I’m trying to find a medium on which I can record my
   tango dancing steps. I would like to enter, via a plastick
   stick, the basic steps, e.g. Lady’s inverse saccade.,
   with word and arrow anotation. CAN THE iPAD do this,
   via an appropriate AP (software package)?

   I’m not certain exactly what kind of app you would need, perhaps just a text editor with the necessary characters, but given that, yes the iPad can certainly accept notation entries such as you describe.

   i am planning to buy an iPad since it looks lighter than a regular desknote and i don not use much of the features of a laptop.::;
